We keep it simple: bottom of feet → top of head.

Formula – Model (mm) = Real height (mm) ÷ Ratio
10 m dragon 1 : 60 → ≈ 167 mm tall.

With a ratio we can:
keep a standing, sitting or leaping figure in the same universe – a crouching rogue at 1 : 60 still matches your standing warrior.
auto-scale monsters, scenery and buildings from that human reference
We scale the body first (foot-to-head) and add the hat / horns / plume afterwards.
So a wizard in a 40 mm top-hat is still 30 mm foot-to-head at 1 : 60; the hat counts as extra height, not a new scale, so your hero never “shrinks” inside an oversized accessory.
